LV8D Solutions is seeking a Senior Communication Systems Engineer to provide Systems Engineering And Technical Advisory (SETA) services to our Government customer in a dynamic System Program Office (SPO) at the National Reconnaissance Office (NRO). This position supports the advancement of space and terrestrial communication capabilities to include space mesh architectures and their associated ground solutions. This position will ensure that appropriate engineering principles, concepts, methods, and practices are applied throughout the system’s lifecycle to achieve customer objectives for the interoperability of mission-critical assets while reducing system’s risks and vulnerabilities through architecture and requirements definition, system design, risk analysis, and recommending secure operations.
This position supports the development, review, and execution of Request For Proposals (RFPs), Request For Changes (RFCs), Engineering Change Proposals (ECPs), Interface Control Documents (ICDs), and milestone reviews for space and ground systems for multiple satellite systems, that are currently in development and on orbit. It provides subject matter expertise to an evolving mission capability and requires close collaboration with developers, Systems Engineering Division (SED), Ground Engineering Division (GED), and other Intelligence Community (IC) agencies.
The position requires the ability to learn about technology quickly, communicate technical information to non-technical audiences, and work tactfully and collaboratively with a variety of internal and external stakeholders to meet mission outcomes. Qualifications:
Education / Experience:
- High school’s degree and 16+ years of relevant experience,
- Associate’s degree and 14+ years of relevant experience,
- Bachelor’s degree and 12+ years of relevant experience, or
- Master’s degree and 9+ years of relevant experience
Clearance:
- TS/SCI with CI Polygraph
Requirements / Responsibilities:
- Experience implementing communication requirements
- Knowledge of Radio Frequency (RF) technologies and waveforms (e.g., S-, Ku-, Ka-, X-, Bands)
- Knowledge of network ports, protocols, and services
- Engineering work performed in space-oriented mission environments
- Ground infrastructure and satellite knowledge
- Network engineering/design of LANs, WANs, MANs, including underlying routing protocols, and implementation. (TCP/IP, BGP, OSPF)
- Knowledge of space mesh networks to include cross- and down-links capabilities
- Experience with Request For Proposals (RFPs), Request For Changes (RFCs), Engineering Change Proposals (ECPs), Interface Control Documents (ICDs), and milestone reviews processes to include documentation creation and review
- Experience with the acquisition process to include proposal and milestone reviews
- Experience with space and ground mission systems and processes to include tasking, collection, communications, command and control, mission data processing and data delivery
- Experience providing support to program and technical review meetings and making recommendations on future courses of action
- Ability to understand technical information and convey in terms that are applicable and understandable to technical and non-technical personnel
- Evaluate enterprise-level designs and program integration solutions and provide recommendations
- Attend Enterprise, System, Subsystem, and Segment level design reviews and provide recommendations
- Perform independent reviews of contractor designs to verify satisfaction of mission needs (Requirements, CONOPs, constraints, etc.)
- Review test plans and procedures and verification and validation plans for completeness and accuracy
- Monitor enterprise and system tests and review verification and validation information
- Monitor contractor level risks and track mitigation progress
- Ability to work with partners to develop technical plans and requirements and to de-conflict tasks
- Ability to think and execute strategically to identify cross-cutting enablement opportunities traceable to mission needs
- Ability to communicate effectively and tactfully with senior customer managers and partners
- Experience with technical project management and translating programmatic and technical ideas into actions
- Exceptional organizational skills and initiative to follow-through on actions and document important information and decisions
- Derive enterprise, system, functional, performance, and interface level requirements and work with the team to develop the corresponding documentation
- Support emerging technology adoption, government IT modernization efforts, and delivery of innovative technical solutions
- Evaluate customer business practices to recommend an approach to support the delivery of new business model which will support new COTS product model
- Work alongside development teams to successfully monitor and report the progress and implementation of initiatives
- Interact with various stakeholders to understand their business needs, communicate project status and develop relationships to ensure satisfaction
- Account for possible project challenges or constraints and proactively seek to manage challenges
- Document and monitor requirements needed to institute proposed updates concerning customer experience
- Leverage various data and technology resources to augment analysis
- Ensure solutions align with the strategic goals of the customer
